The City of Corvallis is moving forward with plans to annex more than 1,500 acres surrounding the Corvallis Municipal Airport, a proposal that could shape the city’s economic future for decades.
While the concept of “annexation” can sound technical, the idea is relatively simple, and its impacts can sometimes be significant.
Ok, So What Does “Annexation” Mean?
Annexation is the process by which a city expands its official boundaries to incorporate land that was previously outside city limits.
In this case, the City of Corvallis is proposing to bring approximately 1,518 acres, already within the city’s Urban Growth Boundary, fully into city jurisdiction.
That means the land would shift from county oversight to city governance, including zoning, infrastructure planning, and service delivery.

What Area Is Being Annexed?
The proposed annexation focuses on land surrounding the airport and its industrial park, which already includes:
Municipal airport operations
Industrial and commercial lease properties
More than 40 existing structures (including hangars and warehouses)
A map included in the application materials shows a mix of leased and available parcels, highlighting the area’s potential for future development.
Why Annex This Land?
City officials say the annexation aligns with long-term economic development goals outlined in Corvallis’ strategic plan. At its core, annexation allows the city to:
1. Plan Growth More Effectively
Even though the land is already within the Urban Growth Boundary, annexation gives the city full control over how it develops, ensuring consistency with transportation, zoning, and infrastructure plans.
2. Unlock Industrial Development
The airport industrial park includes parcels sized for both small and large businesses. Annexation could make it easier to attract employers, expand local industry, and support job creation.
3. Improve Infrastructure Coordination
According to the application materials, public utilities and transportation infrastructure already serve the area. Annexation allows the city to manage and expand those systems more directly as development increases.
4. Strengthen Local Revenue
As land transitions into city limits, it can contribute more directly to city tax revenue, helping fund services like roads, fire protection, and economic development initiatives.

What Could This Mean?
While no specific development projects are currently proposed within the annexation area, the move sets the stage for future growth. City materials note that no immediate site plans are tied to the annexation itself, meaning this is more about preparing the land for future opportunities than approving new construction today.
That long-term approach is common in annexations, which often act as a framework for gradual, phased development. The annexation proposal is still in the planning and public input phase, with neighborhood meetings and outreach underway.
